Process for Receiving Support from
the Kobe Film Office

Applicants must meet the following requirements:

  • Applicants must comply with Japanese laws and regulations.
  • Applicants must comply with the terms of use and rules specific to each facility.
  • The contents of the work being produced must not violate public order or morals.

1. Inquiries

Please complete and submit the Shooting Cooperation Request Form. Attach your proposal, script, and any other relevant materials.

*The information you provide will be used solely for responding to your inquiry.

2. Response and Information Provision

We will verify the details and requirements based on your completed Shooting Cooperation Request Form and provide the most appropriate support.

*We may be unable to respond if your inquiry contains incomplete or incorrect information, or depending on the content. Please note that it may take approximately one to two weeks to receive a response.

3. From Preparation to Shooting

The application procedures and required documents for obtaining shooting permits may vary depending on the location, but the Kobe Film Office will provide support with the application process. In addition, Kobe Film Office staff will be present during location scouting and on the day of shooting as needed to ensure that the process goes smoothly.

4. After Shooting

Please include a reference to the Kobe Film Office in the end credits. We also request your cooperation in promoting Kobe tourism through the use of your work.

Important Notes

Regarding Permit Applications

Applications must be submitted in Japanese. Please appoint a Japanese production company or a coordinator who understands Japanese.

Shooting on Public Roads

Before shooting, you must apply for and obtain a road use permit from the local police station.
Permit acquisition typically takes a minimum of four business days, including the day of submission, and a fee will be charged for each permit.

* The time required to obtain permission may vary depending on the scale of the shooting, such as when shooting requires road closures.

Liability for Damages

If a film producer causes damage to location facilities or third parties, the film producer shall be responsible for bearing the costs of compensating for such damage at their own expense.
Please ensure you have appropriate liability insurance coverage for shooting.
