Q1How do I apply for production support?

If the volume of your proposal or the related materials are too large to upload via the form, please send them separately to film@kcva.or.jp.

Q2Is there a charge for this service?

Kobe FO is a non-profit public organization, so its shooting support services are free of charge. However, during shooting, actual expenses related to the shoot-such as facility usage and road use permit fees-may apply depending on the location. Kobe FO does not cover these expenses on behalf of the filmmaker.

Q3Are there any incentives or subsidies for shooting?

Kobe FO offers a location scouting subsidy program.
A preliminary screening is required for subsidy disbursement. Please refer to the location scouting subsidy guidelines in the Introduction section.

In addition, the Japanese government (Ministry of Economy, Trade and Industry) has established a support system for overseas filmmakers to cover location production costs in Japan. Please contact JFC for further details.

Q4Is drone shooting permitted within Kobe City?

While photography is permitted in certain locations, drone and unmanned aircraft operations are regulated under Japanese aviation law. Unauthorized flights are prohibited. In addition to applying for permission from the Ministry of Land, Infrastructure, Transport and Tourism, you must also obtain consent from the facility manager where the flight will take place.

Q5How many days does it take to obtain shooting permit?

The time required to obtain shooting permission varies depending on the location and content of the shoot.
Typically, it takes about one week to one month to obtain permission, so please consult with Kobe FO as soon as possible.

Q6Is any footage of actual scenes within Kobe City available?

Kobe FO has a collection of actual footage of scenes captured within Kobe City. This footage is provided free of charge to media organizations, travel agencies, video producers, and others for use in content that contributes to promoting tourism and enhancing Kobe's image.
If you wish to use the footage, please submit a request by completing and submitting the Video Provision Request Form. Kobe FO will review the purpose and content of the request and determine eligibility on a case-by-case basis.
